Had the displeasure of hiring Tim Moon to do some mechanical engineering on a house I built awhile back.

Tim quoted me on the phone $200-300 to do the job, which involved calculations and a drawing for a range hood and dryer ducts in a new house.

He also said it would be done in a couple of days. I had to chase him to get the information, then he ignored the very detailed plans and information I had emailed him, and he had to do it again. Plans were approved, I requested a bill, then heard nothing, for over a month. I get a bill for $900, three TIMES what he quoted. So I email back, and ask why the increase. No reply. 6 weeks later, he sends the bill again. Again, I immediately respond, and no response. Months go by, and he sends me a nasty note telling me "just because I don't like the bill doesn't mean I get free work." I reply again, explaining that I've responded, asked several questions, and he's ignored my emails. He tries to claim "the job parameters changed", they didn't, and the initial emails prove this.

in the end, he sent me a bill for $300. IF he had had the decency to discuss the issue with me, I might have paid him more, but instead, he chose to be hostile and condecending... after HE did lousy work, had to redo the job due to the fact that he didn't bother to read the first emails, and then tried to overbill me.

No, I'd never use him again.
