For over a year now I’ve been trying to get Clements Bay Group to address why they allow some of my neighbors to use the cul de sac as a basketball court/playground, parking lot for up to 6 cars from dust to dawn, and car repair garage for up to 6 cars at a time 2 or 3 times per month. These things are against Ashford Oaks Waldorf HOA guidelines and the La Plata office has done absolutely nothing but pretend concern on the phone the 3 or 4 separate times I called and an email saying these things take time and don’t do anything. I guess 15-16 years of an illegal basketball goal set up in the street, and 5-6 years of cars parked along the interior of the cul de sac, making it a dead end road, IS NOT ENOUGH TIME TO ENFORCE HOA GUIDELINES. I’ve sent requested photos several times, called and sent photos while the mechanic had set shop for 4, 8 hrs, and their office is 20-30 minutes away, they did nothing. Sent photos after my wife missed work from the big snowstorm in January, because the 6,7 nightly parked cars completely choked the street until snowed plowed the next day. I’ve had to replace my brick mailbox twice, $800 each time from hit and run drivers at night, since the cul de sac is blocked and they use my driveway to turn around, but twice hit my mailbox instead.it obvious to me that like most property management companies, they see themselves as HOA fees collectors and for everything else, they want the home owners to “shut up and dribble”!

If I could give zero stars, I would. For the second time in two years, I am dealing with improper financial management at Clements Bay. The first time was in July of 2022 where I was sent an invoice for HOA dues that had been paid in full. The culprit? They provided me an incorrect account number (in writing) so my payment went uncredited for months. That took roughly a month of silence on their part before finally being resolved. Now and after our HOA management was transitioned from Clements Bay to another management company this August, they "transitioned" everyone's accounts. Low and behold, my account balance was incorrect again. I emailed Clements Bay with copies of receipts - no initial response. I kept emailing, looping in the "owner" Tony Meadows and finally got a response. They said they would send an updated ledger over to the new company. I wait a few days and talk to the new company - they've received nothing. I urge them after weeks to do the right thing so I don't have go through the trouble of filing a complaint with the State Attorney General's Office of Consumer Protection - nothing. I ask for a detailed ledger showing a history of my payments, nothing. I've filed my complaint and am awaiting assignment of a mediator. It's not the money, it's the principle of the matter. While some of the folks in the office have been pleasant - they're overall business practices are horrible and they do not appear to practice generally accepted accounting principles and I am wondering how a business with poor financial management practices is authorized to maintain a business in the state of Maryland. Keep meticulous records if you are forced to work with this business.

Atrocious and incompetent. Homeowners pay various expensive and ridiculous association fees and have to live with a property payment portal designed by inexperienced webmasters.

Payment portal is poorly formatted and purposely confusing website. The website encourages misallocation of funds. The Clements Bay payment portal (website) lacks information buttons and drop down fields to indicate where monies should be applied. There are two associations: Dorchester Neighborhood Association and Dorchester Townhome Association.

The payment portal should have drop down fields for payment allocation: Dorchester Neighborhood or Dorchester Townhome Association.

Add informational call outs for the Association fields so the homeowner fully understand where monies are being applied.

Importantly, the naming conventions for Dorchester Townhome and Dorchester Neighborhood Association is redundant and confusing.

The Clements Bay payment portal (website) lacks balance forward dues for each homeowner account.

Why isn't the payment portal helpful to determine a homeowner's balance?

Considering a home owner doesn't receive accurate information when phoning their incompetent management company, a balance forward amount should be displayed on the payment portal.

Each time a homeowner calls into the management office inquiring about balances due, the staff is incompetent and provide inconsistent financial information.

The Clements Bay web developer should be able to list the home owner's balance forward.

It doesn't help to notify the Clements Bay management company of any concerns because they will target you with harassing and made up violation notices; ignore your emails; tack on late fees to the association dues; send overdue balances to a worthless attorney collection office. The management company for these associations is worse than renting an apartment. A home owner should not have to endure these headaches.

A complete joke. Really no other way to put it. Whenever you voice issues or concerns they either tell you they will look into it, they are working on it, or its a county problem so there is nothing they can do. I have emailed Tony countless times for either neighborhood concerns or simply to get approvals to make modifications to my home and he has not replied to a single email and I've lived in my home almost a year. I wish homeowners had a say in who is hired to "manage" their community because Clements Bay just isn't it.

If I could give zero stars I would they manage Dorchester and the town homes in Dorchester they allow a horrible towing company to tow cars even though they don’t provide proper signage that would notify residents they aren’t allowed to park at a certain spot. I parked on a curb that many people over the years in the court have parked, there is no sign there that states a car cannot be parked there and I still was towed. HOA is horrible and rude and honestly they lack critical and logical thinking. If you have rules and policies then you also need to effectively enforce them by putting proper signage so people know not to park there. Honestly they are just out to get peoples money they are dumb and crooked.

Katie is the best of best at Clements Bay. When you have a problem she will try her very best to work with you. Before Katie I always had problems with the people working but then she came and she shows all the time that she cares so much. It's so much better with her running thing. Thank you Katie.

Been our HOA for over 2 yrs, has yet to be able to answer ANY question asked when my husband or I call. Just paying and getting a bunch of "I don't knows" when it comes to anything about our neighborhood. Pretty annoying and disappointing
