My own personal recommendation for any customer desiring a right of way permits is to stay as far away as possible. I contracted with them to redraw an expired ROW permit. After requesting the old plans be converted into various formats. They then decided they needed that the entire contract paid in full. After paying the entire contract they decided to ask that I sign another contract. The engineer that I was assigned to appeared to not know anything about dealing with the city of San Diego Development services. Be very careful or else it might cost you a lot of time and money with producing any work product

I contracted with Kappa Surveying over 12months ago. They have billed me and I have paid over $10,000. They have not placed any coroner monuments or corrected the property description at the county. Michele answers the phone and says she will have Rick call, but he never does, so I wrote letters with deadlines, but no reply. Don't use Kappa.

I called this company the first week of March to have a survey done on property I’d purchased. They were supposed to have a proposal to me by the following Monday, I never heard back nor could get a straight answer. I called today and complained about the time it was taking and told them I needed it completed this week and was told it would be $2000 then get a call that I sent to voicemail saying that price, just a few hours later had gone up $5000! Totaling $7000 for a 1700sq ft property!
